Sir,

With reference to the enclosed letter from the

Imperial Merchant Service Guild regarding measures

to be adopted to safeguard British ships in Chinese

waters against internal piracy, I am directed by

Secretary Sir Austen Chamberlain to request that he

may be furnished with particulars of the supervision

of the embarkation of passengers at Calcutta and

Rangoon.

2. Copies of this letter are being sent to the

Admiralty, War Office, Colonial Office and Board of

Trade.
